For Context,
In 2016, Te Runanganui o Ngati Porou worked with our hapu to discuss how best to address water quantity and quality for our wai. This was initiated due to the Gisborne District Council wanting to develop a Freshwater Management Plan that would cover the Ngati Porou rohe. As a result, through a year of hui and engagement with the GDC, it was decided that a Joint Management Agreement would be an appropriate way to share decision making and to co-develop a Waiapu Catchment Management Plan that would manage all land and water use in the catchment.
Te Runanganui o Ngati Porou, as a result of the Joint Management Agreement with the Gisborne District Council, are facilitating the co-designing of the Waiapu Catchment Management Plan with our hapu and our Ngati Porou landowners. In this first phase of korero, we are working to understand the needs of the hapu who are int the Waiapu Catchment, and Ngati Porou landowners who live and operate in the rohe. This process is being facilitated by Tina Porou (Te Aitanga a Mate, Te Whanau a Rakairoa, Ngati Horowai) to help to get our key positions on important issues that impact the catchment, so we can help to effectively design water use and land use rules that will guide all activities in our rohe.
This will be a big job and take us at least 18 months and from September we will be working with the GDC closely to enable the co-writing of the plan. This first hui for the Hikurangi Takiwa is the beginning of that process. We are currently arranging other hui with the hapu who live in the Waiapu Catchment as well.
This hui is focused on specifically understanding Ngati Porou landowner concerns, issues and opportunities for us to be able to reflect those properly in the plan, we also have further hapu hui planned to ensure the korero of the hapu are captured as well. All are welcome to either set of hui, they will just have a slightly different focus at each one.
